Professor at Católica | Lisbon School of Law. Gonçalo conducts research in the fields of regulatory, administrative, constitutional, and international law. He is the Chairman of the Board of Directors and of the Executive Committee of the Francisco Manuel dos Santos’ Foundation, and the Portuguese Republic President’s Advisor of Legal Affairs. He was the Dean of Católica Global School of Law and visiting professor at Washington University in St. Louis. He was also the Director of the Migration Observatory and Secretary of State for the Administrative Modernisation of the XX Constitutional Government.

Armando Rocha

Professor at Católica | Lisbon School of Law and invited professor at Católica | Porto School of Law and Université Catholique de Lille. Armando conducts research in the fields of Law of the Sea, Environmental and Climate Change Law, Public International Law, and Human Rights Law. He is a National Rapporteur and Europe Regional Leader at the Sabin Center for Climate Change Law at Columbia University and member of the ILA Committee on the Protection of Persons at Sea.
